The Papko Art Collection is housed within the Ralli Apartment, a nineteenth-century building located on Maçka Street in the Harbiye neighborhood. This historical structure is characterized by its significant place in local art history, now serving as both a professional office space and an art gallery. The collection, founded by Öner Kocabeyoğlu, grew from a single encounter with a work by the Turkish artist Selim Turan into a repository of over two thousand five hundred pieces by more than two hundred artists.
