The National Archives Building, known as Archives One, occupies the block between seventh and ninth streets along Pennsylvania Avenue. It is defined by its massive, colonnaded stone facade, a design by architect John Russell Pope intended to evoke the permanence and security of the government records housed within. Construction on this site began in nineteen thirty-one, and the cornerstone was laid by President Herbert Hoover in nineteen thirty-three.
