The Sapporo City Observatory occupies a small, artificial hill known as Okadayama within Nakajima Park. You can identify the site by its compact, fifty-two square meter footprint, making it the smallest public observatory in Japan. It sits between the Sapporo Concert Hall Kitara and the Hoheikan guest house, a location that once formed part of the Okada Flower Garden.
