Fukuoka City Hall is defined by a series of garden terraces that step up its facade, a design choice intended to return green space to the city center. When the city planned this government office building, it faced a significant challenge: the only available site was a two-hectare public park, the last remaining green space in the area. The proposal to build over the park triggered immediate and vocal protest from local residents.
