Palou and Phelps

Palou and Phelps is a hilltop park in the Silver Terrace neighborhood defined by a steep, grassy slope that rises above a playground at its northern entrance. The two-and-a-half-acre site offers views of the San Francisco Bay and preserves a patch of native grassland that attracts hummingbirds and butterflies. The history of this hillside differs from its current use as an open space. Until the nineteen sixties, a Catholic orphanage stood at the summit of the park. Today, the land is managed to maintain its habitat, and a Caltrain tunnel runs directly beneath its steep slopes.
