The Kai Art Center is distinguished by the gracefully arching roof of a century-old industrial structure located directly on the waterfront of the Noblessner harbor. This brick and reinforced concrete building was constructed in nineteen thirteen by Danish engineers to serve as a secret submarine factory for the Russian Tsar. During its initial operation between nineteen thirteen and nineteen seventeen, twelve submarines were completed at the facility.
