Inner Harbour Causeway

The Inner Harbour Causeway is a granite retaining wall and lower concrete promenade that follows the waterfront edge below Government Street. Constructed in nineteen oh three, the granite wall reclaimed the mud flats of James Bay, creating the level ground necessary for the Canadian Pacific Railway to build the Empress Hotel. This development shifted the city's focus toward tourism and solidified the harbour's role as the face of the capital.
