The James Bay Inn Hotel is a three-story building defined by its reinforced concrete and brick exterior, with two upper levels finished in stucco and a red Spanish tile roof supported by heavy brackets. Built in nineteen eleven by the Parfitt Brothers, it stands as one of the oldest hotels in Victoria. It was designed by architect Charles Elwood Watkins to serve the quiet residential district near Beacon Hill Park, and its exterior maintains the Edwardian appearance it held when it first opened its doors to guests.
